Every month we meet buyers who loved the sample, signed the PO and then discovered the gap between a lab-made sample and a factory-scale run. That gap is closing price. The good news: almost every failure we see is predictable — and avoidable — if you run a structured process before you sign. This is the checklist we hand to every new import partner.

Start With the Spec, Not the Price
Price is the last thing to negotiate. The first is the product specification sheet: ingredient list, nutritional data, water activity, allergen panel, microbiological and heavy-metal limits, declared shelf life and the storage conditions that support it. A spec sheet is a contract about quality, and it should be written before any number is quoted.
- Ingredients in the destination language, not just the source language.
- Microbiological limits referenced to a named standard (e.g., the destination country’s regulations).
- Packaging specification: film type, seal width, carton construction, cartons per pallet.
- Acceptance criteria for the pre-shipment inspection — numbers, not adjectives.
The Factory Audit in Ten Questions
- Is the factory licensed for the categories it sells, in its own country and for yours?
- Are production and raw-material areas physically separated?
- What is the food-safety management system (HACCP, ISO 22000, BRC)?
- Who does the lab testing — in-house, third-party, or both?
- How are retained samples stored and for how long?
- How are allergens controlled between production lines?
- What are the metal-detection and X-ray steps, and are records kept?
- How are out-of-spec lots handled?
- Is the export packaging validated (drop, vibration, compression)?
- Can the factory name two reference export clients in your region?
Paperwork That Travels With the Goods
| Document | What it proves |
|---|---|
| Certificate of Analysis (COA) | Lab results for the specific production lot |
| Health / free-sale certificate | Product is legally sold in the source country |
| Certificate of Origin | Enables preferential tariffs under many trade deals |
| Phytosanitary certificate | Required for plant-based raw materials in some markets |
| Fumigation certificate | Wooden pallets and dunnage must be ISPM 15 compliant |
| Destination registration | e.g., FDA facility registration, EU importer notices |
Sampling: From Counter-Sample to Approval Batch
Never skip the middle step between the sales sample and the production run:
- Counter-sample: the factory reproduces your approved sample under controlled conditions.
- Approval batch: a full production-size run, tested against the spec and your own taste panel.
- Lot-by-lot COA: never accept a blanket certificate; require one per production lot.
The Pre-Shipment Inspection Checklist

For a first order, always pay for an independent inspection. The inspector should check:
- Product matches the approved sample and the PO specification.
- Labeling matches the approved artwork and the destination’s legal requirements.
- Packaging integrity, seal quality and carton count.
- Palletizing, wrapping and load plan against the container plan.
- Documentation is complete and consistent with the goods.
The Payment and Incoterms Map
| Term | Who pays what | Best for |
|---|---|---|
| EXW (Ex Works) | Buyer arranges everything from the factory door | Experienced importers with their own logistics |
| FOB (Free On Board) | Seller to the port of shipment; buyer from there | The most common first-order choice |
| CFR / CIF | Seller arranges freight and insurance up to destination port | Buyers who prefer a single freight quote |
| DAP / DDP | Seller delivers to your door | Small orders where you want one price |
Pair the Incoterm with a sensible payment structure: a modest deposit plus balance against documents is standard; be suspicious of any supplier demanding full prepayment on a first order. Conversely, offer the supplier a fair deposit — good factories respect a buyer who shares the risk.
What Your Local Regulator Will Ask For
Regulation is the one thing you cannot negotiate with the factory. Before the container leaves, confirm your own market’s requirements: importer-of-record obligations, label language, nutrition panel format, facility registrations and any category-specific certificates (halal, kosher, organic). Build a labeling dossier with your supplier per market so every shipment ships with the right paperwork.
Build a Supplier Scorecard
After the first order, score your supplier on six axes and share the scorecard:
- On-time production and loading.
- Lot-to-lot consistency against the spec.
- Documentation speed and accuracy.
- Response time on issues.
- Cost competitiveness after freight.
- Willingness to improve packaging and labeling with you.
The Bottom Line
Good sourcing is not about finding the cheapest factory — it is about engineering out surprises. A written spec, a real audit, an approval batch and a paid inspection turn a one-time gamble into a repeatable supply chain. Run the checklist, and your first container should be your easiest, not your scariest.

Frequently Asked Questions
Why should the specification come before price?
The gap between a lab sample and a factory run is where surprises hide, so a written spec covering moisture, allergen and micro limits closes it first.
What should a factory audit cover?
A structured ten-question audit covering process controls, traceability, certification, hygiene and documentation.
What payment and Incoterm structure is safest for a first order?
Pair the Incoterm with a modest deposit plus balance against documents, and treat any demand for full prepayment as a warning sign.
